Post-Schroeder (2022 NC Ct App), Wilmington's STR registration, 2% cap, 400-ft spacing, and lottery were struck down under NC G.S. 160D-1207 preemption. Operational rules (insurance, parking, occupancy) survive but enforcement is complaint-driven. Beach towns (Wrightsville, Carolina, Kure) have no STR-specific permits beyond NHC room occupancy tax. Demand stack: UNCW ~18k students, Cinespace Studios + 'Hollywood East' film industry, Camp Lejeune corridor, moderate 3.1x summer seasonality.
