Multi-jurisdiction Pinellas pack. City of St. Pete and Gulfport are RED in residential zones (3-rental/yr cap, both grandfathered pre-2011 under FS 509.032). Live-wire arbitrage is St. Pete Beach (PAG Overlay + RM + TC-1) and Treasure Island (CG/RFM-30/RFH-50/PR-MU) where unlimited STR is by-right. Pinellas unincorporated added $450 Certificate of Use in late 2025. Downtown St. Pete DC/CG zones permit STR but HOA risk dominates.
Composite YELLOW. Sub-tiers: St. Pete city RED in residential / GREEN downtown DC/CG; Gulfport RED; St. Pete Beach YELLOW; Treasure Island GREEN; Madeira Beach RED unless grandfathered pre-Feb 2006.
