YELLOW market: STVR allowed only inside Downtown/Victorian/Streetcar historic overlay plus B-C/B-N/B-L/A-1; 20% non-owner-occupied per-ward cap binding in most Downtown wards. Tybee Island (separate city) closed 85% of island to new permits June 2024 and killed permit transfers. Pooler is the most permissive new-permit play.
