Nashville is a Type-2-restricted market: non-owner-occupied STRs are banned in all R/RS/RM/AR2A residential zones since the 2022 Council action. Arbitrage inventory is restricted to commercial/mixed-use parcels (DTC, MUL, MUG, MUI, CN, CL, CS, CA, CF, OR/OG), and most downtown high-rise condo HOAs ban STR by covenant. Sweet spot is permissive condo/townhome buildings in Gulch South, SoBro, 12 South, and Germantown plus East Nashville commercial-overlay parcels.

Regulatory note

Type 2 hard-banned in residential zones; arbitrage inventory restricted to commercial/mixed-use plus permissive HOA condos. State preemption protects only pre-existing legacy permits, not new investor activity.
