Regulatory note
Arizona is one of the strongest STR-preemption states in the U.S. Cities cannot prohibit STRs based on classification or use. Lake Havasu City's 2023 ordinance (Ch. 5.20) layers permitting + insurance + local-contact requirements but does NOT cap or zone-restrict. Operational risk lives in spring-break enforcement, not legality.
