Regulatory note

NCGS 160D-1207(c) + Schroeder v. City of Wilmington (2022 NCCOA 210) preempts local STR registration/permit/cap schemes statewide. All six Crystal Coast jurisdictions currently impose ZERO STR-specific permit. Pine Knoll Shores explicitly declined to regulate. YELLOW caveat: Emerald Isle Ordinance 209 in active Jan 2026 rulemaking could shift EI to YELLOW if registration adopted.
