Post-Hignell-Stark (5th Cir Oct 2025) New Orleans STR is playable for LLCs but inventory is artificially constrained by 1-per-square-block lottery, operator on-site requirement, and French Quarter / Garden District bans. Edge is in CBD/Warehouse District commercial-zoned condotel buildings (grandfathered hotel licenses) and Marigny/Bywater/Mid-City NSTR-permitted blocks. Massive Mardi Gras + Jazz Fest event premiums (Mardi Gras 2025 ADR ~$500, +109% YoY demand).

Regulatory note

Most contested STR regime in the South. March 2023 ordinance: residential STR operator must reside on lot + be on-site during guest stays; 1-per-square-block via lottery. FQ + Historic Garden District banned. CSTR new applications frozen. March 2025 Council removed special exceptions. Aug 2025 platform verification live. Narrow YELLOW pockets exist in CBD commercial-zoned grandfathered buildings and select NSTR-eligible blocks.
