Charleston is jurisdiction-by-jurisdiction, not citywide. City of Charleston bans whole-house STR and requires owner-occupancy across all categories. Surrounding island towns have hard caps with closed waitlists (Mt Pleasant 400, Folly Beach 800). Sullivan's Island has banned STR since 2001. North Charleston is the only meaningful permit-available zone with district-level caps. Real arbitrage shape: buy grandfathered/transferring permits on Folly/IOP, MTR (30+ day) plays near MUSC, or North Charleston outside the 60-permit district caps.
